As per RERA Act, 2016 , Estimation Engineer have to issue certificate (Form No-2) (Attached Below) which mentions total cost of project ( structural + non structural) and estimated cost consumption until now. Builders have started asking for such certificates with numbers written by them - for signing from Structural Engineers. The certificate will say - typically building construction cost is XX INR, and till now construction has consumed YY INR. There are 2 ways of going about this - a) The signing authority verifies these numbers, which is no mean task and should be a deliverable in itself. b) The signing authority just takes the recieved form, and signs on it, under trust on the developer !
Hence, Many a times it has been observed Structural Engineers are rightfully reluctant to issue such certificate keeping in mind further legal complications or property buyer and developers conflicts .
I want to know what most of the Structural Consultancy does in this scenario - They just sign certificate accepting whatever amount the developers had put on it, or they appoint third party consultant to verify Amount qouted in certificate w.r.t all thats completed on site.

sirFor the cost incurred, it is advisable to have the signed CA certificate�and then the structural engineer should sign it. We have faced similar problem wherein we asked for the certificate from Chartered Engineer, wherever the same is provided to your satisfaction, you may sign the certificate. regards amarjeet singh
