"Shear strength of HYD rebars: A rebar in a RCC member will never be in pure shear, as pointed out by some colleagues. However, a HYD bar, in special circumstances, for example, if used as a bolt connecting two members in a truss, may be in shear. In that case, for working stress design, the maximum permissible shear stress is 0.45*fy, and for plastic design, the maximum shear force that can be carried by the member is 0.55*Aw*fy, where Aw is the area carrying shear."
